Suite à la publication par la Direction Générale de l’Enseignement Supérieur, du RAPPORT DES SORTIES DE SUIVI-CONTROLE DES INSTITUTIONS PRIVEES D’ENSEIGNEMENT SUPERIEUR (IPES), rapport dont la conclusion est le classement des IPES du Burkina Faso, les établissements privés d’enseignement supérieur ont organisé une assemblée générale le samedi 09/09/2017 au siège de l’UNEEP L.
Après avoir largement débattu du rapport, les IPES se sont accordées sur les points suivants :
I. Du principe du suivi-contrôle
II. Du présent rapport
III. De la rencontre DGESup/IPES
I. DU PRINCIPE DU SUIVI-CONTROLE
Les Institutions privées d’Enseignement Supérieur reconnaissent le rôle régalien du ministère en charge de l’enseignement supérieur de contrôler et d’évaluer les IPES. Ce contrôle permet aux établissements d’évoluer vers un enseignement de qualité, un objectif partagé par les acteurs. C’est également un encouragement pour tous à se conformer à la réglementation ainsi qu’à l’éthique. D’ailleurs c’est pour prouver la qualité de leur enseignement par rapport aux critères fixés par les autorités publiques des Etats que les IPES en grande majorité soumettent volontairement leurs diplômes au CAMES
II. DU PRESENT RAPPORT
Le rapport dans son introduction dit que l’opération a été faite conformément aux articles 35,36 et 37 du Cahier des Charges qui régit les institutions privées d’enseignement supérieur. (Arrêté n°2011- 120/MESS/SG/DGERS/DEPr du 18 juillet 2011).Or l’évaluation et le classement sont traités dans les articles 85 et 86.
L’article 85 stipule :
« Le ministère en charge de l’enseignement supérieur peut procéder à une évaluation des établissements privés autorisés à ouvrir ».
«Cette évaluation peut être suivie d’un classement selon des critères définis par arrêté du ministre en charge de l’enseignement supérieur».
Les IPES déplorent quatre points :
1. L’UNEEP-L n’a pas connaissance de la présence de l’arrêté du ministre en charge de l’enseignement supérieur comme le stipule l’article 86 ci-dessus cité devant précéder l’évaluation ;
2. Le rapport ne respecte pas le principe élémentaire des audits ou des inspections. En effet, l’auditeur doit porter le résultat de son travail à la connaissance de la structure concernée, et recevoir éventuellement des recours, avant la publication,
3. Les visites ont eu lieu dans une certaine confusion : des IPES n’ont pas reçu les missions ; certaines ont refusé de les recevoir ; des IPES nouvellement autorisées et dont les programmes démarraient à peine furent évaluées ; plusieurs établissements avec un nombre important de diplômes reconnus par le CAMES sont plutôt mal classés.
4. L’UNEEP-L n’a ni été associée, ni été contactée durant tout le processus de mise en œuvre et de diffusion de cette évaluation
5. Les qualifications «bonne qualité», «assez bonne qualité », «moyenne qualité », «mauvaise qualité» ou «très mauvaise qualité» sont abusives au regard du champ couvert par la présente inspection.
III. DE LA RENCONTRE DGESup/IPES
Les IPES ont répondu massivement à la proposition de la DGESup de les rencontrer le mardi 12/09/2017dans la salle de réunion de la DGESup. La rencontre était présidée par Mme la DGESup entourée de la Directrice de l’Enseignement Supérieur Privé (DIPES) et de leurs collaborateurs, et du Président de l’UNEEP-L.
Elle s’est déroulée dans un esprit d’écoute mutuelle, de vérité constructive et d’apaisement.
Après avoir reconnu des insuffisances de fonds et de forme au rapport dont les responsabilités sont partagées, les parties sont parvenues aux initiatives d’amélioration suivantes :
– Les IPES qui estiment être injustement classées et qui le souhaitent peuvent fournir à la DIPES les informations et documents manquants jusqu’au vendredi 15/09.
– Après avoir pris en compte ces informations et documents, la DGESup publiera un rapport complémentaire dans les délais les meilleurs, si possible le 20/09.
– La DGESup étudiera la possibilité de rehausser le classement vers le haut, comme cela se fait ailleurs, afin de ne pas dévaloriser l’enseignement au Burkina par rapport à d’autres pays où des établissements peuvent être classés « excellent ».
Les participants se sont félicités de cette rencontre qui a permis de rappeler l’objectif partagé de tous qui est la construction d’un enseignement supérieur de qualité. La décision a été prise de renforcer le partenariat entre l’UNEEPL et la DGESup en vue de relayer les informations des autorités d’une part et prendre en compte les préoccupations du secteur privé de l’autre.
A l’issue de la réunion DGESup/IPES, les établissements ont tenu sur place une assemblée générale. Les participants se sont réjouis des résultats obtenus. Ils se sont mis d’accord pour se conformer aux conclusions de la concertation avec la DGESup, dans l’espoir que des décisions diligentes permettront de sauver ce qui peut encore l’être mais surtout qu’à l’avenir les conditions d’élaboration du rapport seront meilleures.
