Niger: pas de nouveau dialogue entre le pouvoir et l’opposition

Pour la énième fois, l’opposition politique nigérienne boycotte une réunion du Conseil national du dialogue politique, le CNDP, convoquée par le Premier ministre Brigi Rafini. L’opposition pose ses conditions à toute éventuelle reprise des discussions, mais le gouvernement ne l’entend pas de cette oreille.

La main tendue par le Premier ministre à l’opposition n’a finalement pas été acceptée. Dans sa lettre adressée au chef de file de l’opposition, Brigi Rafini évoquait des échanges sur les conditions et les moralités de reprise de dialogue politique afin de créer un climat de sérénité et d’apaisement.

Tout en rejetant l’invitation, l’opposition, réunie au sein du Front pour la restauration de la démocratie et la restauration de la République, le FRDDR, pose des conditions à toutes éventuelles discussions. Selon le chef de file de l’opposition par intérim, Amadou Djibo, il faudrait d’abord trouver un cas de dialogue inclusif en présence de témoins sincères et crédibles, c’est-à-dire des observateurs internationaux. Ensuite, il faudrait créer un cas qui discutera de la mal gouvernance du régime de la septième République.

Un véritable dialogue de sourds quand on sait que depuis le début du second mandant du président Issoufou, c’est la sixième fois que l’opposition nigérienne boycotte les travaux du CNDP. Le processus de révision du Code électoral dans les travaux à l’Assemblée nationale a ainsi été boycotté par l’opposition. Une fois de plus, la partie gouvernementale se trouvera seule pour discuter de l’élaboration du fichier électoral biométrique et de l’instauration de la nouvelle Commission nationale indépendante.
